Why a PATCH

This release repairs install, first-run, policy, and documentation failures. It adds no public API, MCP tool, schema migration, or embedding-space change. A new user who cannot complete cairntir setup, or whose installed policy omits default-layer memory, is the release-cadence exception that ships immediately.

What is accepted

• cairntir setup succeeds when the Claude Code CLI is absent and configures whichever supported hosts are installed;
• Cursor user-scope setup prints the paste-ready User Rule;
• installed memory policy begins with cairntir_handoff and every repository copy is seam-tested against the source policy;
• first-run docs describe the shipped product rather than the v0.1 bootstrap;
• status, roadmap, plan map, MCP inventory, and the append-only release ledger agree on the current state and 20-tool surface;
• superseding an explicitly flagged open question closes it on the handoff read path without mutating the original drawer;
• the tokenizer-window eval uses Cairntir’s production provider and anchored model cache, so the documented offline release gate tests the deployed path.

Migration

None. The database schema and embedding space are unchanged. No backup, reindex, or live-store mutation is required by the package upgrade.

Publication evidence

• PR #67 merged as 104c905 after 14 green checks.
• Main CI run 32822197218 passed on that exact merge commit, including the nine-way OS/Python matrix, LongMemEval, and package build. CodeQL, Docs, and Pages also passed.
• Annotated tag v1.7.1 points to 104c905. Release workflow 32822613334 passed verification, build, GitHub provenance attestation, PyPI trusted publishing, and GitHub Release creation.
• Published SHA-256 digests agree between downloaded GitHub assets and PyPI: wheel 32442b9ad1e066acbffb0fec177519be7de35646746de1b9ea84ee5967942e43; sdist 0a158f2eec5e77c179c955689ddcc2b5fac0cf297ec03c75c5f682016c848180.
• gh attestation verify passed for both artifacts while enforcing repository pnmcguire480/cairntir, signer .github/workflows/release.yml, source ref refs/tags/v1.7.1, source digest 104c905, and SLSA provenance v1.
• PyPI’s Integrity API returns one attestation for each artifact from the GitHub publisher pnmcguire480/cairntir, workflow release.yml, environment pypi.
• A fresh Windows Python 3.11 environment installed cairntir==1.7.1 from the public PyPI Simple Index with --no-cache-dir. cairntir version reported 1.7.1; redirected --help exited 0 with no escape bytes; all three bundled recipes loaded from site-packages; pip check found no broken requirements.
